(Required) The people area is where you setup login accounts as well as names for reference purposes.  The monthly per user billing ($0/month or $10/month or $30/month) is also determined by how each person is setup in the system.
 
Careful considerations needs to be made for each person:

• Are they only going to provide timesheet information?
• Do you only want them to see assigned work only?
• What level of security do they need (1=client/reports, 2=Team member, 3=PM, 4=Super User, Admin = Everything)?
• How many hours per week = 100% of capacity for that person?
• What is the primary role-proficiency level of that person?  Do they have additional roles they can play?
• What organization do they belong to?
• Who is their immediate manager?

By filling in this information you will have your account access setup and your billing will meet your expectations.
