Approach
To achieve an optimal state PMO, VCSonline proposes a staged implementation based upon years of experience in building effective PMO’s. Stage 1 of the implementation focuses on establishing the approach required to monitor projects. Part of this effort involves instilling the attitudes and behaviors required to craft an effective PMO within the project community.
 
The key elements of this stage are to shape the a) planning and b) monitoring of projects so that their status in terms of achievement, risk, and issues may be readily determined. Once this step is accomplished, the level of exposure within the organization is known and the level of project productivity may be forecast. VCSonline will introduce a project planning and reporting framework that supports and reinforces the methods, processes, and procedures in use. The PMO will thus have a key role to play in the delivery of a project framework; the definition and delivery of project visibility – the processes relating to describing a project’s status; and the creation of project sponsor awareness.
 
Stages 2 and 3 involve creating a developing and deepening partnership between the PMO and the project management community.
